Leaving Iran

Iran exit tax (عوارض خروج از کشور) for 1405

Everyone leaving Iran by air, land or sea, including infants, pays an exit tax that is recorded against their own national ID number. The 1405 tiers below come from the budget bill reported in Dey 1404; the rate rises with each trip in the same Iranian year, and pilgrims to Iraq and to Hajj/Umrah have separate rates. Pay before you travel; the receipt is tied to your national code.

Enactment unconfirmedYear 1405

SNN and Tabnak reported these figures from the 1405 budget bill (لایحه) on 2–3 Dey 1404 (23 December 2025); Tabnak calls them the proposed bill. Flytoday's help page, updated 23 Shahrivar 1405 (14 September 2026), applies the same figures as current rates, but none of our sources saw the enacted law text.

What we could not confirm

  • Whether the 900,000 / 1,500,000 / 2,200,000 toman tiers were enacted unchanged in the final 1405 budget law; the 1404 rates were 675,000 / 1,125,000 / 1,300,000.
  • Whether the Hajj/Umrah rate is 300,000 or 3,000,000 toman for the first trip (unit conflict between Mehr and the other outlets).
  • Rates for border-area residents and national athletes: 'not announced' on Flytoday, whose FAQ also quotes 264,000 toman for athletes.
  • Receipt validity ('until the end of the Persian year' versus 'one year') and the payment deadline ('days ahead' versus '30 minutes before departure') are stated inconsistently on the same seller page.
  • Refunds: Flytoday says a cancelled flight does not refund the tax automatically and a refund request via evat.ir can be filed 72 hours after payment if no exit was recorded. Not checked with the Tax Organization.
  • Whether Arbaeen 1406 will again get a free window.
