Visa and entry
Saudi Arabia: entry rules for Iranians
Our sources disagree or are not official: confirm with the embassy before booking.
No official Saudi page states the rule for Iranian nationals; the tourist eVisa portal could not be opened on the check date. Treat Saudi Arabia as visa in advance only: pilgrims through the Hajj and Pilgrimage Organization, everyone else through a Saudi host and the embassy.

What we could not confirm
- The Visit Saudi eVisa eligible-country list could not be read; Iran's exclusion comes from secondary sources only.
- The Iranian Hajj and Pilgrimage Organization site (haj.ir) could not be opened; the Umrah 1405 schedule and the Hajj 2026 quota (about 30,000) come from news reports.
- Fee, stay length and the current Umrah visa validity for Iranian groups are not published on the pages checked.

How to apply: For Umrah or Hajj, register with Iran's Hajj and Pilgrimage Organization (haj.ir) and travel with its group. For a family, business or medical visit, have your host apply on visa.mofa.gov.sa, then collect the visa through the Saudi embassy in Tehran (iremb@mofa.gov.sa) or the consulate in Mashhad.
Official pageConditions
- Hajj and Umrah: Iranian pilgrims travel only in the organised groups of Iran's Hajj and Pilgrimage Organization, which obtains the pilgrim visas under the yearly agreement with the Saudi Ministry of Hajj and Umrah. Umrah groups resumed in 2024 and a Hajj 2026 agreement for about 30,000 pilgrims was reported; register through the Organization, not online.
- A Hajj permit is mandatory: Saudi authorities do not allow Hajj on a visit or tourist visa.
- Tourist eVisa: the Visit Saudi eligible-country list could not be opened on the check date; secondary sources say Iran is not on it, so do not count on an eVisa or visa on arrival.
- Other visits (family, business, medical, events): the host in Saudi Arabia requests the visa on the Ministry of Foreign Affairs visa platform and the Saudi embassy in Tehran or consulate in Mashhad issues it.
- Passport should be valid for at least 6 months on arrival (standard Saudi rule, not checked for Iranians specifically).
Plan the trip
Before you book
- Your passport should be valid for at least six months after the trip; many borders refuse less.
- Exit tax is paid before leaving Iran; the amount depends on how many trips you made this year.
- Iranian bank cards do not work abroad: plan cash or a card from outside Iran.
